I'm pretty sure he meant sell anything. The GNU GPL forces open source and shareability upon all derivative software, effectively preventing you from using GPL-licensed development software like JUCE to e.g. create your own plugins for sale. JUCE allows you to remove this restriction with an alternative license that costs about six hundred bucks a year.
