I think it should be possible even with Windows 10 to make a configuration where you could essentially just "freeze" it to the current snapshot and never update / upgrade and keep off the internet for all eternity. I don't remember the details but it shouldn't be too hard, just switch a few registry settings that make all the update logic offline.
Regarding the original question there are not many all-rounder options available that are worth it in my opinion. Only one that I can recommend is Spitfire Albion I and it's not perfect either. I'd personally suggest going for distinct sections and build your own collection part by part, perhaps waiting for discounts from different companies and doing the purchases whenever you can get 30-50% discounts. My own main tools currently revolve around various Spitfire orchestral libraries, various 8Dio libraries, various Metropolis Ark libraries and Cinematic Studio Strings / Cinematic Studio Brass line. All of these are solid quality companies. EWQL in my opinion has sort of dropped the ball so to speak. VSL I haven't really gotten into my myself, it is so dry and "realism" driven that to me it seems clunky and not well useable. I prefer libraries that lose some realism but win it back with playability and out of the box value.
Regarding strings, Afflatus Chapter I from Strezov sounds insanely gorgeous but it has a steep price tag and it's hard to get "one more string library" when already having so many options. But if I didn't have any strings, it might be a potential workhorse to start with.
